This Mega Pack includes the roms from all five other packs for a discount.
You can safely ignore most negative reviews, they obviously didn't read the FAQ first... it's below under 'website'.
Again, you must own these games to legally use the roms. You aren't paying for the roms, but for the time spent creating this app.
