Automatically adjusts vibrate/ring settings based on the current power source. For example, you can have your phone on vibrate-only mode when it's on battery, but ring at 100% volume when it's plugged in.
Latest change: only set the ring state if it's different from the current state (avoids unnecessary state changes).
