Install voice data from market.
Not a widget or App.
To enable, after install, goto Settings -> Accessibility. Select Accessibility and Notify Talk.
Does not speak in Silent/vibrate mode.

Pretty OK, but I don't like the “end of notifications“ either.

Like previous comment, works well. But announces notifications while on a call. Also would be nice to disable "end of notifications" message.

Works great, would have giving 5 Stars but while making and connecting a call I make it speaks saying End of Notification 3 times. Please fix
