Goodev Wallpaper is a tool to set wallpaper using your favorite picture.
Default, the Android system wallpaper will scroll with the home screen, if you don't like this feature you can disable it by Goodev Wallpaper.

[2013-07-11] A Google User: FINALLY!!!!!!!!!!!!!!!!!!!!! Just trust me, if you hate the android system wallpaper setter because of its weird spacial restrictions, try this app. You must uncheck the "scrollable wallpaper" check box though. It will be exactly what you want. The only wallpaper app I've found that is not stupid and works like it should. |

[2013-07-10] A Google User: Droid RAZR m It does reset after a bit but unlike them I know why and since your not directly involved with every phone company the phone takes its programming as a higher priority than the app. Thus a wallpaper crop. |
