For example, when you travel to China, you can have this application translate your language to Mandarin and talk it out in Mandarin. It is very convenient for any travelers.

You don't need to be install TTS if it gives you an error.  You can just say "Do not Install TTS" .  It will automatically enable TTS function using network instead.
