After Installing your new Live Wallpaper do the following:

Click on the home button --> menu --> wallpaper --> live wallpaper

1) Find the Live Wallpaper you downloaded and click on it
2) Click on "Settings"
3) Click on "Set Size of animation", Select Big (Default)
4) Click on "Frames Per Second(fps)", change how fast the animation moves.
5) Click on "Set Wallpaper" to run your Live Wallpaper

Animation option settings are small, medium and big. Choose big for best results. Change the frames per second to speed or slow the animation.
