On Police Federal Law (v. 1.0.8)

On February 7, 2011, the President of the Russian Federation signed the new Federal Law on Police. The Law, which was proposed by the President last year, entered into force on March 1, 2011. It appears that the main novelty of the Law is the renaming of the law enforcement force from the current “militia” to “police.” While the new Law specifies that as of March 1, 2011, new police officers will be required to introduce themselves as police when interacting with citizens and to have name tags displayed on a newly designed uniform, the nature of the force remains the same.Rules on the conduct of police services are not defined by this Law and will be outlined in ministerial acts, to be adopted in future.

The new law sets out the rights and obligations of Interior Ministry personnel essential for ensuring the police force’s proper and efficient work and preventing unjustified misuse of police powers. The law also frees the police from duplicating other agencies’ responsibilities and performing duties not properly part of their work, and reinforces a partnership model of relations between society and the law enforcement agencies.

財務諸表を使った分析が、日経新聞等にも頻繁に出てきます。最近のものでは、以下のようなものがありました。

企業の経営効率が回復基調にある。上場企業の自己資本利益率（ＲＯＥ）は２０１１年３月期に平均６・０％となり、前の期から２・１ポイント上昇した。海外市場を中心に利益が伸びたうえ、リストラ努力で採算が高まったためだ。ＲＯＥの上昇は戻り歩調をたどる株式相場の下支え要因となっているが、米欧の主要企業は平均１０％を上回り、改善余地は大きい。

このように、財務諸表を用いた言葉が頻繁に出てきます。

実際にあなたの会社でROEのように財務諸表を用いた分析数値を算出するのは専門の方にお任せすればよいのですが、出てきた数値が何を意味するのか？そして、自社がどのような状況なのかを理解し、これからどうすればよいのかという対策を練る必要があります。

そこで本書では、数ある経営指標のうち、本当に重要なもののみ、

•使い方
•意味
•具体例

の４段階で説明させていただきたいと思います。

なお、具体例については、私はビールが好きなので、ビールで有名な、アサヒビール、キリンビール、サッポロの3社の実際の数値を用いたいと思います。

近年、IFRS（国際財務報告基準）等で、「会計」というものが非常に注目を浴びています。IFRSが本格導入されれば、「会計」は、少なくともビジネス界において、英語以上の世界共通言語となることは間違えありません。

英語が必要ないビジネスは成り立つかもしれませんが、「会計」が必要のないビジネスは成り立たないからです。

すなわち、これからのビジネスマンは、「会計」を理解していることが必須になります。

しかし、「会計」を完全に理解しようと思ったら、数年間どころか数十年間、それどころか不可能なのかもしれません。生涯、会計の研究をされている教授の方々、最新の会計基準にキャッチアップすべく、ご苦労されている実務家の方々を見ればその事実は明らかです。

社長のあなた、経営者を目指すあなたが「会計」を完全に理解する必要はまったくありません。大切なことは「会計」のイメージをつかんで、自分のものにすることです。詳細かつ専門的なことは専門家の方々に聞けばいいのです。

Chord! (Guitar Chord Finder) (v. 3.1.3)

Chord! is mainly a guitar (or any fretted instrument) chord finder. Unlike most of the other apps, it generates itself chords diagrams, so it supports any chord (even slash ones like D/F#) in any tuning, with any number of strings (guitar, banjo, ukulele, bass, mandolin, etc.). You can fine tune to your needs the chord search algorithm, like specifying the maximal number of fingers or fret span for example.

You can hear how each diagram sounds by sweeping your finger across the strings. The diagrams are displayed in color and you can view stats about the current fingering.

You can also reverse search chords: Entering on a neck the fingering will give you instantaneously the possible names of the chord and you will then be able to explore possible variations.

Furthermore, it embeds a database of 400 scales that you can plot on a neck in any tuning, or reverse search. It means that you can find the scales corresponding to the notes you enter on a neck.

You can also harmonize each scale with a total freedom on the parameters.

The database is shipped with a hundred of tunings for various instruments and you can add you own ones. You can also add a capo or forbid some strings (for example if you broke some).

The app fully supports left handed instruments.

Note: The app tries to detect if your device is a tablet or a phone. For intermediate devices like big phones or small tablets it is not straightforward, and you can override the layout in the settings, advanced section.

Application for members of the Church of Jesus Christ of Latter-Day Saints. This application downloads some of the information found on lds.org website.  Application requires a valid lds.org login.  Leadership directories, Stake and Ward picture directories, and Ward/Stake Calendars are available.  Stay tuned for additional updates!

The feedback and email are appreciated.  I hope this version resolves some of the errors and issues some people have had in the past.  Added in this release are links to the Classic website as well as LDS applications launcher.
